Abstract

Procurement of the best solution is always a hard decision to make. Are we getting the best we can? Are we paying the cost we should? The procurement of goods or services can be greatly improved by focusing on the value of those goods or services—that is, by analyzing how they can meet the needs of the requesting parties involved in the purchase at the lowest possible cost. 
The evaluation of bids is more effective when needs are clearly defined and measurable. The selection is made using both qualitative and quantitative criteria, with the functions to be fulfilled serving as the selection criteria.
The presentation will focus on this approach to procurement and will provide some examples.
To start the 2026-2027 season of Value Voices, Lucie will speak of a topic often less appraised but oh so important in every organization.

Lucie Parrot, P.eng. M.eng, CVS-life, FSAVE

Lucie Parrot is an industrial engineer and has owned Martin Parrot for the last 25 years. She has significant expertise in the Value Management where she is involved in facilitation of value studies; she has facilitated more than 300 workshops across Canada and internationally. She is a Certified Value Specialist and a Fellow of SAVE international as well as Value Design Professional from the Value Design Institute. She has also taught value engineering at McGill University in Montreal and at Université de la valeur in Geneva.  Her clients are in different fields such as mining, manufacturing, rail, water and wastewater treatment, bridges, highways, city infrastructures, but also in software as well as process development and optimization studies or organizational development.
